The valve controls natural gas flow to the burner assembly, opening on a call for heat from the heater's control circuit and closing to shut off gas when the call ends or on a safety fault.

Replacing this part means converting from a 36E-style valve to the VR series: shut off the gas supply and disconnect electrical power to the heater before starting, remove the control box cover, group and rewire the terminals per the conversion diagram, then restore power and gas and check every connection for leaks.
